Pilotage & Other Charges
The Pilotage Act requires that pilotage tariffs be fixed at a level that permits the Authority to operate on a self-sustaining financial basis, and that the tariffs set be fair and reasonable. The goal is to have each area become financially self-sufficient to eliminate cross-subsidization among ports.

SmartATLANTIC Consortium deploys its first inshore weather buoy to support Halifax port operations and scientific research
Data transmitted by buoy to improve safety and efficiency of port operations and prediction of extreme ocean events.
HALIFAX, NS – The first SmartATLANTIC Inshore Weather Buoy was successfully deployed on November 7, 2013 in Herring Cove by the Canadian Coast Guard vessel CCGS Sir William Alexander. This technologically savvy “smart” buoy is bright yellow, three metres in diameter and weighs in excess of 1.5 metric tonnes.

Reappointment to the Board
On December 7, 2011, the Honourable Denis Lebel, Minister of Transport, Infrastructure and Communities, and the Honourable Steven Fletcher, Minister of State (Transport), announced the reappointment of Mr. Tom Calkin of Falmouth, Nova Scotia, to the Board of Directors of the Atlantic Pilotage Authority for a two-year term. This will be Mr. Calkin’s third term as Chair of this Authority.
Reappointment to the Board
We are pleased to announce the reappointment of Jim Stoneman to the Authority’s Board of Directors for a three-year term, effective September 29, 2011. This will be Mr. Stoneman’s third consecutive term to serve on the Board and has been a member representing the shipping industry since 2005. Mr. Stoneman is also the President of Atship Services Ltd. and has over 30 years of experience in all aspects of vessel owning, operating, management, and agency. Mr. Stoneman is also Chair of the Shipping Federation of Canada, as well as being Chair of the Halifax District of the shipping federation.
Third Annual Public Meeting May 19, 2011 Halifax, Nova Scotia
The Atlantic Pilotage Authority hosted its third annual public meeting on May 19th in the Compass Room at the Casino Nova Scotia on May 19th, 2011. Approximately 54 people were in attendance.
An operational and financial overview of the Authority was presented by the Chief Executive Officer, Captain Anthony McGuinness, and the Chief Financial Officer, Peter MacArthur. This was followed with a presentation of awards from Chair, Tom Calkin, to 11 shipping companies who have been regular callers to the Port of Halifax for 20 years and longer.

New Pilot Boats for Halifax and Saint John
New pilot boats for Halifax and Saint John are one step closer to reality. On February 7th 2011, a contract was signed between the Atlantic Pilotage Authority and ABCO Industries of Lunenburg, NS to build the two new boats.
Hebridean Pilot Boat Commemoration
Seventy years ago, shortly before midnight on March 28th 1940, a collision occurred between the British steam freighter, Esmond, and the Hebridean pilot boat of Herring Cove. Nine of the Hebridean’s crew members were lost with no trace ever found of the crew or their vessel.
In recognition of this tragic event, the Atlantic Pilotage Authority is dedicating a commemorative plaque to the community of Herring Cove. This plaque will be placed within a pedestal monument in a small park setting near the breakwater at the head of the cove, to be named “Hebridean Park”.
Minister of State for Transport pays visit to Atlantic Pilotage Authority
The Honourable Rob Merrifield, Minister of State for Transport, visited the head office of the Atlantic Pilotage Authority (APA) on August 11th. This familiarization tour included a discussion of the Authority’s current issues, a briefing on its long-term plans, and tour of Halifax Harbour on one of the Authority’s pilot boats.
“It’s important for Crown Corporations to have a good working relationship with the Minister responsible, and I thank Minister Merrifield for his support and continued interest in the Authority’s operations.” said Tom Calkin, APA Chair.
“Having Minister Merrifield here in Halifax provided us with a wonderful opportunity to discuss certain issues, share our plans for the future and to show him first hand how our operations work. It was a beneficial visit.” said Anthony McGuinness, APA Chief Executive Officer.

We are pleased to announce that on February 10 2010, the Minister of Transport, Infrastructure and Communities, the Honourable John Baird, reappointed Mr. William Charles Rooney, of Morell, Prince Edward Island, as Vice-Chair of the Board of Directors of the Atlantic Pilotage Authority, for a term of four years.
Saint John, New Brunswick Pilot Boat Service Request for Expressions of Interest
The Atlantic Pilotage Authority (the Authority) is a federal Crown Corporation responsible for providing marine pilotage within Atlantic Canada. The Authority operates on a self sustaining financial basis without receiving funding from government.
The Authority has jurisdiction over seventeen compulsory pilotage areas, and employs licenced marine pilots to provide pilotage within these areas. Pilot boats are utilized to transport pilots to and from ships entering and leaving compulsory ports. The Authority utilizes a variety of methods to provide these pilot boat services; in some ports, the Authority owns boats and employs crews to operate them; in some ports, the Authority owns boats but contracts with a private company to provide the crews to operate the boats; and in other ports, a private contractor provides both boats and crews to the Authority.
Reappointment to the Board
We are pleased to announce that on December 1st 2009, the Minister of Transport, Infrastructure and Communities, the Honourable John Baird, reappointed Mr. Tom Calkin, of Bedford, Nova Scotia, as Chair of the Board of Directors of the Atlantic Pilotage Authority, for a period of two years.
Mr. Calkin holds a Master of Business Administration from the University of Pennsylvania and a Bachelor of Science in Civil Engineering from the University of New Brunswick. He is a certified management consultant and a member of the Nova Scotia Association of Professional Engineers. Since 1988, Mr. Calkin has served as President and Chief Executive Officer of Duncan Thomas & Associates, a company that specializes in corporate restructuring and merchant banking services. From 1980 until 1988, Mr. Calkin served as Vice-President, Western Region, of Stevenson Kellogg Ernst & Whinney, a management consulting firm. Mr. Calkin’s extensive board experience includes a term as Chair of the Nova Scotia Enterprise Development Board and he is currently Chair of the Halifax Harbour Bridges.

Atlantic Pilotage Authority Holds First Annual Public Meeting
The Atlantic Pilotage Authority held its first Annual Public Meeting on June 9th, 2009, in Saint John, New Brunswick. The Authority gave a presentation of their 2008 financial results and strategic direction to attendees from the Port of Saint John and other interested stakeholders.
The Authority will hold future Annual Public Meetings at locations throughout the Atlantic Provinces. We would like to thank all those who attended our inaugural meeting.
Federal Government Takes Action to Protect Canada’s Waters
OTTAWA – The Government of Canada has introduced a regulatory amendment to protect Atlantic waters and improve navigation safety. Canada’s Transport Minister, John Baird, announced today the Regulations Amending the Atlantic Pilotage Authority Regulations, which will help protect the waters surrounding Saint John, New Brunswick, and Placentia Bay, Newfoundland and Labrador.
Changes to the Board
Departing as a Member of the Authority is Doug Tilley, a Public Interest Representative from St. John’s NL. Mr. Tilley was appointed to the Board on April 13, 2005, and made many contributions, particularly as chair of the Governance and Regulation Committee.
Reappointment to the Board
Jim Stoneman was reappointed to the Board for a term of three years effective May 19th, 2008. Mr. Stoneman, a Shipping Industry Representative, is the President of Atship Services Ltd., and has over 30 years of experience in all aspects of vessel owning, operating, management, and agency.
Regulations Changed to Make Voisey’s Bay a Compulsory Area
In April 2008, the Atlantic Pilotage Authority (APA) created a compulsory pilotage area in the water approaches to Voisey’s Bay, Labrador (the principal port is Edwards Cove in Anaktalak Bay). Voisey’s Bay becomes the seventeenth compulsory pilotage area for the APA. The APA has been monitoring the development of the Voisey’s Bay nickel mine since the late 1990’s. In 2004, the Authority commissioned a risk assessment using the Pilotage Risk Management Methodology (PRMM) in order to assess whether pilotage in this area should become compulsory.
Changes to the Board
Mr.Gerard Fitzpatrick has completed his term as a Member of the Board of the Atlantic Pilotage Authority. Mr. Fitzpatrick was first appointed to the Board on December 11th, 2002. His extensive financial and business background allowed Mr. Fitzpatrick to make a significant contribution to the Board over his two terms. Mr. Fitzpatrick is a Chartered Accountant, and is a partner in Beaton Fitzpatrick Murray of Charlottetown, PEI. He is past chairman of Georgetown Shipyards, the PEI Institute of Chartered Accountants, and the Atlantic School of Chartered Accountancy.
Strait Eagle Launched in the Strait of Canso
The “Strait Eagle”, (formerly the “Placentia Pilot”) has been re-launched in the Strait of Canso. Owned and operated by Superport Marine Services Ltd, the boat has been completely rebuilt after being badly damaged in an accident in Placentia Bay in May 2006.
Christening of Atlantic Pilot
On November 15th, 2007, the “Atlantic Pilot”, was christened in Halifax by Mrs. Debbie Aldrich, wife of Brad Aldrich, President and Refinery Manager at the North Atlantic Oil Refinery in Come-by-Chance, NL. The “Atlantic Pilot” joined her sister vessel “Avalon Pilot” in Placentia Bay, NL by the end of November.
Christening of Avalon Pilot
The Authority was honoured to have the “Avalon Pilot” christened on June 1, 2007, by Ms. Heather Skanes, wife of Mr. Paul Adams, President of Newfoundland Transshipment Limited (NTL). The NTL terminal is located in Placentia Bay, NL, and is specifically designed for the storage and transshipment of oil from the Hibernia and White Rose offshore oil fields.
New Chair of the Board
The Minister of Transport is pleased to announce the appointment of Tom Calkin as Chair of the Board of Directors, effective December 11, 2006. Mr. Calkin has an engineering background and has much experience in management, impressive academic credentials and a proven track record in various business interests. Mr. Calkin is also Chair of the Halifax-Dartmouth Bridge Commission.
